It continues to talk about the instructional considerations for ELLs that can promote English language proficiency among ELL students. The article continues to talk abo ut a case of the state of Massachusetts in which it talks about how diversity among ELLs in this state has made the task of instituting policies and practices to be earlier more complex. In terms of instruction delivery to ELLs, the article talks about the use of Sheltered English instruction as a major(ip) way of promoting English language proficiency among ELL students. According Smith (2008), this kind of instructions are given in three main ways which include sheltered content instruction, English as a Second Language instruction, and bilingual (native language) instruction.
